6,000 Child Abuse Allegations in Muslim Grooming Gang ‘Hotspot’ Sandwell in Five Years
Note that this area includes Wolverhampton, the very town where the Muslim gangs were compared to sex-slavers as long ago as 1988. Since 1988 this town has almost never been mentioned again in regard to the grooming scandal.

Sex abuse gangs in Black Country: 'Significant similarities' to Rotherham scandal, say police
As I pointed out in Easy Meat in 2014, in the late 1980s and mid 1990s there was plenty of evidence that these Muslim rape gangs were operating in the Wolverhampton area. The MP for Walsall was the only member of the Home Affairs Select Committee who wanted their report to state clearly there was no evidence these gangs were predominantly Asian (i.e. Muslim). Wolverhampton Council evince no shame that, 25 years after the evidence for the Muslim rape gangs first appeared in their area, they still had no procedures in place for identifying victims.

File VCS/ICS calendar Wolverhampton Council 2007 - Identifies Grooming Characteristsics
Looking at guidance coming from councils around that time, they were saying " NB Under the Sexual Offences Act 2003 children under the age of 13 are considered of insufficient age to give consent to sexual activity." Thus, it appears that councils could take the cut-off years specified in the 2003 Act as a reason to ignore those over the age of 13. Yet when the Home Affairs Select Committee finally discussed the grooming gangs, they were emphatic that the age of consent was 16, and expressed shock that they had to remind people of this. Incredibly, in that document from Wolverhampton Council the go on to discusses power imbalances, children being sworn to secrecy, grooming, etc. (see pp.193-194) Clearly they were aware of all the characteristics of this problem, yet not one prosecution from 1988 (when first seen there) to 2008, nor from 2008 to 2018, when this document shows they clearly knew what to look for. Document has no internal dates, but PDF metadata shows it was created in 2007, modified in 2012. No revision history inside the document. Did they modify it once the grooming scandal could no longer be hidden?
