Rotherham continues to be the lightning-rod of public attention. Yet the conviction data shows the problem is across England. The BBC report doesn't mention one of the key factors: half of this gang were related to each other. NB Family dropped charges in 2003 because of police 'incompetence'. The family fled to Spain to escape the gang.

Child Sexual Exploitation Cases Prompt End Of 'Child Prostitution' Term Being Used In National Statistics
When government ministers and Chief Police Officers heard of the grooming scandal in the early 1990s, it was within their power to insist that the girls could not given consent. Thus no need to ever class it as "child prostution". Make it clear that any man having sex with an underage girl would go to prison, no matter if the girl "consented". Instead, the group with the collective power one the day -- the Muslim community. Muslims got away with their organized grooming for a further 25 years. Champion is saying nothing more than was said by the Home Affairs Select Committed. All that is going on is semantics. The vast majority of the 1400 victims in Rotherham have still not seen their rapists prosecuted.
